Changes:

- Fixed the issue where the switch kept sending IGMP query packets even after having received IGMP query packets from another device when IGMP querier is enabled.
- Fixed the issue where multicast broadcasting could not be received with the devices connecting to the port whose PVID is different from the tagged port's PVID while IGMP snooping is enabled.
